Managing Director - IAG

Phanuel Owiti is an evidence and organisational development executive with over 15 years of experience advancing monitoring, evaluation, research, learning, and organisational strengthening across Kenya and Tanzania. As Founder and Managing Director of Innovare Advisory Group Limited, he provides strategic leadership in designing evidence and accountability systems that inform programme, donor, government, and board-level decision-making. His experience spans climate resilience, coastal and marine ecosystems, adolescent health, food systems, organisational capacity development, and development programming. He brings expertise across the full programme evidence cycle, from research design and organisational capacity assessment to strategy development, monitoring and evaluation, donor assurance, learning, and institutional transition.

Phanuel is recognised for translating complex and sometimes contested field evidence into practical, actionable insights that enable governments, funders, development partners, and community institutions to make informed decisions and improve programme outcomes. He is a PhD candidate in Global Health and holds a Master of Community Health and Development, with specialisation in Monitoring & Evaluation and International Health, a Bachelor of Science in Mathematics and Chemistry, and certification in Strategic Leadership and Management (Results-Based Management). At Innovare Advisory Group, Phanuel leads the organisation's strategic direction, advancing evidence-driven advisory, organisational strengthening, and practical solutions that deliver measurable and sustainable development impact.

Dorcus brings over 10 years of progressive experience in the NGO sector, with expertise in designing, coordinating, and delivering gender-transformative, child protection, safeguarding, and social inclusion programmes across Kenya. She is a Certified Disability Inclusion Trainer of Trainers (ToT) with extensive experience developing and implementing inclusive programmes that respond to the needs of vulnerable children and persons with disabilities (PWDs) across humanitarian and development contexts.

Milka brings over 10 years of experience supporting and coordinating quantitative and qualitative research initiatives across Kenya. Her expertise spans adolescent health, Sexual and Reproductive Health and Rights (SRHR), Sexual and Gender-Based Violence (SGBV), HIV prevention, gender equality, and research involving vulnerable and underserved populations. She brings strong experience in community engagement and research processes that generate evidence to inform inclusive programmes, policy, and development interventions.

Albert Mwamzinyi Mlamba

Senior Advisor – Community Development & Locally Led Programming

Albert is a seasoned programme leader with over 25 years of experience in community development and humanitarian programming. He brings extensive leadership experience in managing complex programmes and operations, including eight years of directing large-scale operations in Kilifi County. His expertise includes strengthening locally led institutions, including Community-Based Organisations (CBOs), farmer associations, and partner committees, into accountable, self-governing structures with effective linkages to government and other stakeholders. Albert has also played a key role in establishing new programme operations, emergency response infrastructure, and strategic partnership frameworks. His work is grounded in localisation, safeguarding, gender-transformative programming, resilience building, institutional strengthening, and context-responsive development, enabling communities and local institutions to take greater ownership of sustainable development outcomes.

Gabriel O. Odie

Lead, Business Development & Mobilization

Gabriel is a results-driven Monitoring, Evaluation, Research, and Learning (MERL) professional with over 8 years of experience leading evidence generation and programme optimization across East Africa. He holds a Bachelor of Science in Computer Science (Data Management option) from Maseno University and is currently pursuing a Master of Arts in Gender and International Development, deepening his theoretical grounding in the issues at the heart of his work, including SRHR, adolescent empowerment, and gender equity. He is also a Certified Project Officer and holds a certification in Monitoring and Evaluation from the University of Washington, equipping him with a strong blend of technical, analytical, and managerial competencies.

As Lead for Business Development, Gabriel spearheads the identification of strategic funding opportunities and oversees the full lifecycle of proposal development, from conceptualization and partner consortium building to technical writing and budget design. His technical expertise in mixed-methods research, data analytics (STATA, Power BI, NVivo), and digital data collection (SurveyCTO, ODK, Kobo) ensures that every proposal is grounded in robust, data-driven methodologies. Gabriel has successfully coordinated multi-country studies and secured stakeholder buy-in for large-scale programmes focused on health, gender, and adolescent empowerment. He excels at translating complex programme data into compelling narratives for donors, having contributed to flagship studies for organizations such as DFPA and Legal Resources Foundation, among others. With a strong commitment to advancing the well-being of adolescent girls and young women, Gabriel is dedicated to developing winning proposals that align donor priorities with impactful, evidence-based programming.
